Rhys is a drug policy expert with a background in political economy and a focus on medicinal and adult-use cannabis.

Rhys joined Penington Institute in 2023 where his work spans policy research, writing, stakeholder engagement, and public communication. Rhys has worked as a consultant, analyst, and communicator for corporate, academic, and non-governmental organisations in the cannabis sector since 2016. He also sits on the non-executive advisory board of the Lambert Initiative for Cannabinoid Therapeutics at the University of Sydney.
